Preamble to the United States Constitution We the People of the United States, in Order to form a more perfect Union, establish Justice, insure domestic Tranquility, provide for the common defence, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity, do ordain and establish this Constitution for the United States of America. The Signing of the United States Constitution occurred on September 17, 1787, at Independence Hall in Philadelphia, Pennsylvania, when 39 delegates to the Constitutional Convention, representing 12 states, endorsed the Constitution created during the four-month-long convention.
